Oak Hills Governance & Compliance Resource

This website was created to serve as an independent, educational resource for all unit owners and residents within our community. Its sole purpose is to foster transparency, provide clear facts regarding Illinois association law, and help residents understand how our Style Boards and Community (Master) Board are legally required to operate by the State of Illinois.

Purpose & Intent: Protecting Our Community

Our Goal: Transparency, Legal Compliance, and Risk Mitigation.

The intent of this site is not to cause discord or division throughout the community. On the contrary, it is designed to help keep the community out of legal and liability risk.

As unit owners, we all benefit when our leadership operates transparently and in strict accordance with state law. It does not matter to me what the boards decide to vote on or who they decide to hire—provided they do things legally so it does not bounce back at the community.

When statutory mandates are bypassed or ignored, it creates exposure that can ultimately impact every owner in the community.

About the Founder & Background

My name is Scott Schalund. Having previously served on both a Style Board and the Community Board, I have a first-hand understanding of the responsibilities, fiduciary duties, and legal frameworks governing our neighborhood.

During and following my tenure on the boards, I repeatedly raised core administrative and statutory compliance matters directly to board members, property management, and legal counsel. In almost every communication, my request was simple and consistent: that they govern themselves accordingly so as not to put the community at risk.

Why I Resigned & Post-Board Actions

My decision to resign from board service came after repeated, unaddressed governance issues and harassment from prior property management when statutory standards were raised. Following my resignation:

  • I offered to assist with certain committees and administrative issues to help support the community, but those offers were declined or ignored.

  • I continued to bring basic statutory defects to management's attention through official internal channels.

  • A high percentage of these formal communications were met with total silence from the Board, management, and legal counsel. Filing formal administrative complaints with the State of Illinois after my resignation was the only alternative left. The Board, management, and legal counsel were—and have always been—made aware of every step I would be taking, including the publication of this website, and were given every chance to talk before escalating steps were taken.

When direct dialogue and internal administrative avenues are continuously met with silence, public educational disclosure remains the only viable tool to ensure unit owners are informed.

What You Will Find on This Site

This platform provides direct, verifiable access to primary sources, state laws, and documented administrative logs:

  1. State Law & Statutory Standards: Plain-English breakdowns of key provisions under the Illinois Condominium Property Act (ICPA) and the Common Interest Community Association Act (CICAA)—including statutory requirements for meeting notices, record accessibility, and mandatory policies (such as 765 ILCS 605/18.12).

  2. Documented Administrative Records: Timestamped logs, portal discrepancies, and verifiable correspondence highlighting areas where our community's administration currently falls short of state requirements.

  3. Owner Rights & FAQ: Clear explanations of your rights as a unit owner regarding official notices, voting procedures, board meeting observation, and record requests.

Moving Forward Together

Every resident deserves professional, transparent, and legally sound management. We encourage every resident to review the documents and statutes provided here, ask informed questions, and join together in advocating for standard governance practices that protect the long-term health and value of Oak Hills—just as we would want any board member to read and understand any document they would be signing for the community.
